There's no real way to use a 23-year-old in place of a fifth grader. It's cheesy, it's unreal, and the suspension of disbelief is gone.
The girl who played Dorothy in the original Wizard of Oz was 16, but that's nowhere near this kind of difference.
Jimmy Neutron does seem like a logical next move for Nickelodeon, actually. What else, really, could they do?

I'm pretty sure that Timmy is only 23 because he wished himself to be young forever. Therefor, he appears to the audience to be 23, but he still seems to be 10 to all of the characters.
