What file size and file type are your drawings? The forums Only accept .gif and .jpeg. The portal accepts .png and larger filesizes than the forums, though.
This is also probably a question for the Where is/How to forum rather than the art forum.
It should really be on the help forum but since it's already here you should
1) Try checking the format of the picture to see if it matches Newgrounds uploading requirements.
2) Try seeing if the scan actually came out

You really should be posting here for things like this.
And, if you haven't already, please check this out.
The max upload for the art forum is 595 pixels width by 700 pixels height, although your post might be over the 200K limit, but the art portal has much larger.
Like LakeWonder said, you must check that it properly scanned, and make sure it is .gif or .jpeg for the forums, and .png for the portal.
Just remember, first posts should have an original piece of artwork in them, so your post shouldn't have been here in the first place.
