Sounds like a bunch of loops strung together. A cool idea pops up occasionally, but definitely needs to be refined both structurally and tonally. Find a song/track that has the same feel that you're trying to get with this track and break the song down and work out how it was written. Rebuild this song by using the techniques that song used.
