I cant really tell whats happening, perhaps its because i dont know what meth is, but still.
First thing that strikes me is the white background, it doesn't take much to add a simple background, be it a flat colored shape or a more complex background with clouds and houses and such - at least not compared to what it does to the entire image.

Another thing that strikes me is the lines, they are all dodgy, and one can see the pixels. On top of that one can see white pixels and lines that goes longer than they should around where the eyes and hair meet.

Third, theres no shading, which can be a choice of style, but i think this drawing would be better with shading.

also her head is oversized and her nose is a potato.

I believe you can do better, try to take more time.
