The bound-to-earth ghost girl Mayoi Hachikuji from Bakemonogatari/Nisemonoga tari.
Mayoi is my favorite character in the series. Her design is so cute and actually reminiscent of the spirit creature she's associated with(a snail). Her polite speech and overreaction to Araragi's teasing is adorable, and her stuttering is literally the cutest thing ever. SO cute
the panties are not needed.
