I made this character to match a voice of mine, I needed a face to match the style of speech, the ego, and the emotions.
This is really my first attempt at anything character wise.
Completed in 3 hours using my mouse, and Photoshop 7

but you should draw on paper take a picture or scan it and import it to photoshop or flash and the rest you know what to do

Eh, probably, but my drawing skills are crap. I just mainly used a lot of circles and filled them in.
