Never considered a goat or a ram as a mount, I assumed they could not be ridden. I've now seen on multiple occasions they can be ridden, mostly by dwarfs, or used as pack animals.

Real goats in general are too small to ride so that is often why dwarfs are depicted riding them I think. In this world, goats are much larger and the terrain is often very mountainous, making them a perfect ride in this world!
