Fairly good.

I love the effects, it looks very nice, but your proportions, textures and depth could use some work. Her legs and torso look a little awkward, and the chair she's sitting on is also a bit weird looking. The tail looks a little bit strange being only a single thin black line, it would probably be better to give it actual width but it's not really a huge deal.

You're on the right track though obviously. Keep up the nice work. :)
