Well, all anime characters came from populair series, except for a couple I picked from my favorite shos like Full metal panic and Dr.Slump , so it makes sense you recognise most of them.
The Impossible man is Inspector Megure from Detective conan, who's entire purpose in the show is to yell out his amasement at every plottwist, no matter how lame. Almost like 99% of all Dragonball Z characters.
