The animations showed expressions of the characters really well. As for the shortness, I think anything much longer would have been too long. Great work.
I like it.......But
It's a good short animation but a bit too short. As this important document only seems to travel to two places within what I am presuming is a big city.

Not quite awesome
Don't get me wrong, the animation style was superb, and the music fit extremely well, and while I realize it was supposed to be short, it still lacked. The entire premise of the short was the "journey through town" this document took, and it only went through two people. Don't look at it as I'm saying "AGH it needed to be longer!" It didn't, though this film could easily be converted into a 2-5 minute flash without getting tiring, I think it could have just been taken a different direction, had a few more transitions. Maybe have the focus more on the people it's passing through, have a scene of it passing amongst people, how it's affecting them, similar to the way you did it in this but... less exaggerated, allowing more story to fit into the same amount of time.
However, I have no claim to any right of judgement on this, given I could never hope to achieve such a great flash, so, thank you for sharing it with us, it was enjoyable!
