I spontaneously decided to paruse the Under Judgment section when I quikly noticed a Who tribue. I naturally assumed that Nathan was at work, so I had to check it out. I was right.
Before I review, I'm going to state the following: I know the complaint you're going to hear most often is "It should be longer!" That's because people want a lot of a good thing, and this is certainly one such good thing. I admit that it seems like you're building up to something big, but then the cartoon spontaneously ends without a tremendous amount of development. I was expecting an epic story, but that's probably because I forgot it was a tribute, not an epic.
But here's where I confess that it was still great. This cartoon is a tremendous improvement over your earlier work, and you've cleaned up your style a whole lot. The Doctor is very animated even while standing in place, which is good (it develops him more as a component of the cartoon). The sound quality is much, much better. And I see obvious Adam Phillips inspiration in the buzzing red insect near the beginning.
Here's to hoping you find more time to continue making animations of this quality.
