Good idea, but...
if you set the tax to zero, you get infinite population, and is soon followed by infinite money. This allowed me to beat hard mode in under one minute. While I like the concept of the game, the coding is not the best.
5/10 for trying though.
Why does everyone always look for cheats? :P

Ok, cute game, but why are the little popups so retardedly serious, as if this stupid game has any real bearing on pollution maintenance and issues. If it was like 1/16th as serious, I would have enjoyed it a lot more.
Technically it was his history project, so it had to be :P
