By drawing each frame of in paint tool sai, and importing the images into flash, setting up the timing between images, tons of editing back in sai, import the fixed images into flash, and export all of that into both .gif and .sfw format.
I'd do it all in flash, but flash lacks a lot of tools I love in sai.
