It's called "Dream Island Obsessional Park" and it's from the series called "Paranoia Agent". The song itself was produced by Susumu Hirasawa who also produced the famous "Forces" song from "Berserk".

OK, while ive thought the entire series was amazing, this one was a let down. It wasnt that funny im afriad. and if it wasnt for the referance to monty python, the benny hill bit would have made me scream
