Wikipedia defines genocide as...

Genocide is the deliberate and systematic destruction, in whole or in part, of an ethnic, racial, religious, or national group.[1] While a precise definition varies among genocide scholars, a legal definition is found in the 1948 United Nations Convention on the Prevention and Punishment of the Crime of Genocide (CPPCG). Article 2 of this convention defines genocide as "any of the following acts committed with intent to destroy, in whole or in part, a national, ethnical, racial or religious group, as such: killing members of the group; causing serious bodily or mental harm to members of the group; deliberately inflicting on the group conditions of life, calculated to bring about its physical destruction in whole or in part; imposing measures intended to prevent births within the group; [and] forcibly transferring children of the group to another group."[2] Because of the influence of Joseph Stalin, this definition of genocide under international law does not include political groups.[3][4][5] Moreover, although this definition in principle includes the destruction of a social group through the forcible removal of a population, the drafters deliberately excluded specific reference to this method of destruction [6], which was the most common method and which the Soviet Union was carrying out and the Western Allies condoning even during the drafting of the Convention.

The preamble to the CPPCG states that instances of genocide have taken place throughout history,[2] but it was not until Raphael Lemkin coined the term and the prosecution of perpetrators of the Holocaust at the Nuremberg trials that the United Nations agreed to the CPPCG which defined the crime of genocide under international law.

There was a gap of more than forty years between the CPPCG coming into force and the first prosecution under the provisions of the treaty. To date all international prosecutions of genocide, the Rwandan Genocide and the Srebrenica Genocide, have been by ad hoc international tribunals.[7] The International Criminal Court came into existence in 2002 and it has the authority to try people from the states that have signed the treaty, but to date it has not tried anyone.

Since the CPPCG came into effect in January 1951 about 80 member states of the United Nations have passed legislation that incorporates the provisions of the CPPCG into their municipal law, and some perpetrators of genocide have been found guilty under such municipal laws, such as Nikola Jorgic, who was found guilty of genocide in Bosnia by a German court (Jorgic v. Germany).

Critics of the CPPCG point to the narrow definition of the groups that are protected under the treaty, particularly the lack of protection for political groups for what has been termed politicide (politicide is included as genocide under some municipal jurisdictions).[8] One of the problems was that until there was a body of case law from prosecutions, the precise definition of what the treaty meant had not been tested in court, for example, what precisely does the term "in part" mean? As more perpetrators are tried under international tribunals and municipal court cases, a body of legal arguments and legal interpretations are helping to address these issues.

Another criticism of the CPPCG is that when its provisions have been invoked by the United Nations Security Council, they have only been invoked to punish those who have already committed genocide and been foolish enough to leave a paper trail. It was this criticism that led to the adoption of UN Security Council Resolution 1674 by the United Nations Security Council on 28 April 2006 commits the Council to action to protect civilians in armed conflict and to protect populations from genocide, war crimes, ethnic cleansing and crimes against humanity.

Genocide scholars such as Gregory Stanton have postulated that conditions and acts that often occur before, during, and after genocide- such as dehumanization of victim groups, strong organization of genocidal groups, and denial of genocide by its perpetrators- can be identified an

Hey...! Wait a Minute...!

I got a bone to pick with you, Mister... Did you follow me around the day after my birthday this year...? Because other then the fact that I generally wear clothes when I go for a walk (even when I'm pissed off...), you recreated that miserable, blood-stained day, step-for-step... Including the music...! How the Hell did you do that...? (Come to think of it, how Hell did I do that...? The music, I mean. The killings are just old hat at this point...). I mean, you comparative attention to detail is just uncanny...! Ok, there was ONE inconsistency: I ripped Batman's trachea out and then shoved it down his blood-caked, now well ventilated throat (At which point I had to do that last part again... and again...AND again... until I finally decided to just gently place it in his, by this point, cold, lifeless mouth and leave well enough alone... Man, I gotta tell you , though, it really put a break in my stride, but that was fine, because it gave me one more reason to hate, well, just about everything...{I do like puppies... And breath mints... But, y'know, thats about it...}). I did not rip his head off (I tried that once and its a lot harder than it looks (Tendons are really rubbery, so no matter how much you pull, the skull just snaps right back..... Sure the guys REALLY dead by that point, but you don't get that complete sense of satisfaction unless the head comes clean off and you can, I don't know, maybe mount it on the hood of your car or kick it around town, soccer-style, for the rest of the walk..... Whatever, I just hope that if you ever feel the need to STALK me again that you come up and maybe say 'hi'... Maybe we can get a cup of coffee while I take a break from my mindless, indiscriminate, hate-filled Murder-Stroll... (BUT, I would recommend yelling who you are from across the street... You see what happens when other people get in my..., well, you get the idea...
Death to the Unbelievers...! And, I don't know, to the Believers, too...! And if there's anyone left: Pre-paid, High Priced Hookers (If they're not already dead... Ok, OK, ya twisted my arm: Dead Pre-Paid High Priced Hookers for All...! (And, again, that means for anyone thats still alive... Wait a minute... I see a problem... Either some one's a Believer or a Unbeliever... That means Everybody would be Dead... Crap, this just got really complicated... God, personal ideologies are a real pain in the ass... Tell you what: Let me think about it. The next time you're stalking me and you decide to say 'hello', I fill you in on my conclusions..... Or I might just kill you... I don't know; it really depends on the day...
Oh, by the way, great Cartoon...

PS. By the way, the only other thing you got wrong is that I don't walk around with a scowl on my face. I'm usually sporting a creepy, rictus grin and cold, "I'm not home right now" stare... I find it makes my unwitting victim's inevitable and unnecessary deaths just that much more special..... Its NOT, but its nice to give them that impression... Hey, if I'm anything, I'm a People Person...
