This was made in 1999? I know it's really short and the animation wouldn't hold up even a decade ago, but it's like a few years ahead of the typical flash animtion

Strange short to be sure, leaves me feeling confused, and the animation isn't good enough to make up for it. It kinda just goes with the 2000's vibes I guess. Blood and absurdity was the comedy of the time.
I think it was really great cause I was not aspecting that I was aspecting a bed time story than bang bang bang GREAT TWIST!
