Sensibility
A long time ago my mother said about a tatooed guy we saw on TV: "Boy, anyone can draw a skull and pretend to be a bad guy. I wish someone could draw a skull with sensibility".
I love skulls, but long periods of time pass inbetween times a skull lover has the opportunity to see a piece of art that's not just attitude. For me, this is one of these occasions.

Well on your way
This is a beautifully rendered drawing. The reason I don't give it a higher rating is because it is lacking some basic understanding of structure and anatomy. The skull is very stylized and cool, however it comes across very flat and the eyes are disproportionate, the one thing that stood out to me right off the beginning was that the horns are on his head crooked and the horn that is more pronounced to us is much closer to the eye than the other. The amount of detail involved in your drawing distracts very much from these base flaws, but the drawing would be so much greater if the base drawing had more understanding and or time put into it before going into the rendering stage. I do not think there is too much to be done with your understanding of pen use because it is beautiful, but spend some time on form and structure before you go to rendering and the drawing will be outstandingly better :) good luck and keep at it
