Why? Because that and Drowzee are based on the japanese concept of the "Baku", which is a dream-eating... tapir. (Remember Tapirmon/Bakumon?)
And giving the fact that pre-evolutionary Pokemon tend to be designed as baby-like versions of their future incarnations... Could you think of it otherwise?

I had heard of the Baku concept just before reading this, actually. I wish they copied Baku more blatantly..! lol at least he looks cool. ...Come to think of it, Bakumon was cool, too. I miss digimon. :P
