Try looking at my nOObie tutorial, it explains how to blam/protect movies and what you have to vote in order to do so.
When you blam/protect movies you have to vote on submissions that are still in the portal and are "under judgment" meaning they haven't had enough votes to decide whether or not they stay. But like I said, check out that other tutorial I made. Here's a link.

thanks for this! helped me out a lot. only thing is, it would be helpful if you could make the exp level graphics seperate and function like the blam/protect ones. that would be great!
Well, I could do it for levels 1-9 but it would be hard to get a calculator for the number of exp required for levels 10 and up. If you didn't know this already, those levels aren't set to an exact number of exp points. Each time the top ranked exp user deposits, the number goes up. It's been raising a lot lately.
