Not bad...I like it..
A few things to improve..
First, the graphics.
Second, the controls, i can't shoot the enemies properly...
Third, slow down the enemy shooting a little bit, they got their first shot on me once they got up

I don't seem to remember Lethal Enforcers having bad animations and horrible controls (3/4 of the time it seems that my bullets weren't even making contact with the enemy). It's a nice concept but... it needs much more work to make it playable.
