You know, if a tornado was conscious and intelligent, and it devastated a house, wouldn't that actually make it a burglar, legally? And destruction of property at the hands, er, winds of the tornado, is vandalism. And it's a kidnapper too. At the very least that was a real douchebag of a tornado. Shoulda thrown the scissors in the cop's eye instead, giving that guy a ticket or his car being parked wrong when it was clearly the tornado that did it. The guy who was killed was right, that really WAS a bad tornado. The cop should do his REAL job and throw the tornado in jail instead of standing around giving people tickets instead! No wonder no one likes cops.
