Okay, first... I'm not even going to go off about the politics involved. There are just too many who say not to discuss that subject, and to be honest, it's an opinion, not a fact.
Second, yeah, the voice-over issue(s)... Sometimes there really isn't a lot you can do about it, and I've had my share of them... Sometimes, that's just the way computers communicate and you really don't have a fix... Not holding it against you... Promise.
Now, let's dig the content, and the video (itself)... It's frankly, just a little drawn out, and that makes for a little bit 'boring' to watch. You're not terrible as an artist, or as an animator, and believe ME, I've given more than one their own backside to hold as a reward for awful work. I do have an opinion on such matters, and I'm not afraid to share the thing.
You'll want to put a little more "visual" energy to the work. Make people move, and give them a real attitude. The last thing I really need to watch when I'm sitting at my PC... Well, that's some stuffed shirt talking about his or her next bit of business.
What I want to see? That's someone who's busting out of their old job to do something NEW! Now, that would probably sell...
As for quality, I'm not about to piss and moan (been doing that all morning) and I don't think it's always the animator's fault. Sometimes (as pointed out above)... It's just computers being a pain in the (insert metaphor here)!
You've got voice... consistent art... frame by frame dynamic... And you can tell a story with it... I think that qualifies you as an animator. Now, just go forth and find stories worth the trouble of telling. When you find one, I promise... You'll know.
