I like the theme music and the idea of a "stick noir" but I think that you should improve the quality of your animation and the quality of the story (maybe you can make it longer or with a different final scene)

I deduct 3 stars because:
Choppy animation: 1.5
Not-so-good sound effects: .5
Shortness: 2
I can see the effort that went in, but the final product wasnt up to par.
