Yeah, I liked it and it runs smoothly. If you were looking to develop it further you could:
Create levels with goals, get a certain amount of points to advance, with a limited amount of arrows.
Add power-ups (extra arrows, bonus multipliers, larger balloons, scatter shots etc).
Add different types of balloons good/bad (power up balloons and extra time balloons, opposed to, slow down balloons, time/point reduction balloons).
You could also add a penalty/bonus for accuracy ((number of hits/number of arrows fired)*100)) 5 hits/10 arrows would be 50%[halved] score whereas 10 hits/5 arrows would be 200%[doubled] score giving a larger incentive to be more accurate.

A short, and yet very fun game... I'd like to see something like this on mobile apps... especially if you could compete for high score amongst your friends.
It wouldn't HURT to have levels and challenges, but it really doesn't need it.
Artwork... the balloons look like balloons, and the arrows look like arrows... it more than suffices... but before the start of the game after you hit start, there doesn't seem to be much of a delay... maybe a few seconds of, maybe, a clown with an airtank climbing over the wall to the back side or something of that nature to denote more of a "get ready" message would do it good... kinda like the dog in Duck Hunt.
I can't say anything about the sound as my soundcard isn't working...

very addicting and if there wasn't a time limit i would have played for a much longer duration. the music doesn't fit the game at all but at least there's music. speed at which the balloons rise could definitely be faster since at the current rate it presents no challenge.
