I kind of liked to mess around with he survivors. they were in more danger with me then in the ocean

The game is bugged. Sometimes you can pick people up, sometimes you can't. Happens too often.

To "Game balance", you need to land the copter after picking up the the 1st survivor, then pick up the 2nd survivor. That puzzled me too at first.
