if you read the instructions, it says that you can only take a picture when the target is near you(the target is the car that has an arrow) and this can be done only while your car is parked.
The game is good, but control of the vehicle is hard to maintain and turning is really slow. Maybe adding an indicator to when you have to take the picture and rating the shot with points would help to maintain interest in the game...
