You can improve firstly by holding the mike farther from your mouth so it doesn't sound like you're blowing into it. Also, maybe you should put more frames in as it seemed extremely jerky

Right.

Starting from the beginning - instead of drawing the dragonballs in Paint, get onto the Interwebs and download an actual image of them. While you're at it, find some background music.

Also, if you're going to use text instead of spoken word, put it in bubbles, and not randomly on the screen, where the viewer has to hunt for it.

Finally, don't just try and do everything in as fast a time as possible - people like watching a good story, so give them one.

The rest, such as drawing better and learning the Flash program, will come as you practice on more animations.

Keep making animations, and hopefully you'll cook up something great in the future!

Well, you've got a long way to go.
Firstly, try to give some shape to your characters, even if you want to animate stickmans. Secondly, even if you want to animate a beam of light, make the character move too, remember the animes? The characters were affected by the recoil and whatnot. Study body movements, take other animations as examples, etc.
Also try to make just short animations of single characters, scenery, items instead of full flash shorts, it's better starting off that way.

Dont be lazy with the animation. Its too choppy to stay. And its flash movie brotha, not flash slideshow so really dont just type out stuff as they happen. The RPG-ish part was a fail and so was pretty much everything actually. This isnt one of those "it's so bad its good" movies. It was overall terrible.

BOTTOMLINE: Work on your drawing/animating. Dont be lazy. Show something you'd want to watch.
