a hour in the making lol got bored, drew a awesome pacman, seemed like the right thing to do :D

I'm giving it a 2 because as CoreUnderscore said, it was short and somewhat boring. I recommend a few things...
1.) Maybe a preloader but your animation loaded pretty quickly on it's own
2.) A storyline, or concept to give the audience more of a feel for it
3.) Sound or music could have helped.
The graphics were good but lacked the effort.
However practice makes perfect.

Boring and short
3/10, 2/5. If it were a first animation I would understand it's simplicity, but as you didn't mention so I would assume that it is not.
