Cool down the overheating reactors. Drop water on the reactors using the helicopter. Click on a reactor to fly over it and click again to drop water. Don't let more than two overheat!

I dont give a crap if you want to make an offensive game about a really sensitive subject, but the game is completely boring with sticky controls, jumpy, and awful graphics. If you want to make a game at least make it fun, as oppose to just making something really quick to match the news.
