it's got potential
the highest priority issues i've noticed, have already been mentioned.
1) layers
2) frame rate
i can see a lot of potential, and still being new to flash, i won't rate too low. keep working at it, and don't rush, and the final product should turn out great ^.^
Most of this has acquainted in my latest flash, and trust me dude, I don't rush, I take my time. Even if the flash is lower quality than most, I always try hard to make the best stuff I can. Also the other flash has some little things that I picked up while looking up tutorials (Replay button anyone?)
Not a big animator myself.
Having no skill in this i can't critique. Though listen to the pros and ignore the trolls. thats my advice.
Yeah, I've been reaching out to experienced animators for tips, so far they've been pretty helpful.

Nice try
I can see 3 main points that'll greatly improve your work;
1) Speed up the framerate; 20-30fps (frames per second) is a good speed for a flash animation. Your current speed is a bit to slow, and makes it look 'choppy'.
2) Use separate layers for the people walking, and the background- that way you don't have to keep redrawing the background for each frame! (There's a button to create new layers on the bottom of the timeline)
3) Don't use the brush tool for backgrounds- the line tool makes for easier adjustment and looks less sloppy.
That being said- the best thing to do is take your time- never rush it, and practice.

Thanks for the tips, and the tutorials I watched on Newgrounds never really went into depth with backgrounds so I just had to kinda wing it on this one.
Distortions
The biggest issue I see is that your foreground is disrupting the background (i.e. the walls and furniture distort as a stickman walks in front of it). Not much else to say, as this is just an animation test.
yeah I know, the frame work is pretty sketchy and the fact some things in the animation go missing doesn't help.
