Eh....
Kinda short for my tastes and it didn't make much sense. If it had been a bit longer or had some storyline to it I think it would've been a lot better.

God, he's got a creepy smile...
This sort of reminds me of the "Reign of the Superman" comic from the thirties, where a guy misuses his superhuman powers. I think it would be a great concept to take further - maybe flesh out the character, and the implications of his ability.
