The meaning conveyed racism, if I am correct.
As it starts out, you're black and trying to make others 'black'. It starts out easy, and as the game progresses, it gets more and more difficult.
Eventually, converting everyone to a single idea is more difficult than ever.
And finally, when you become gray, none can accept you. You are overwhelmed by a tide of whites and blacks, until finally...
Something else-you could only influence those with the same border as you're color...but as you went along, more and more people followed you. Only the open-minded accepted, and this influenced the others to accept, also.
The highly symbolic quality is dreary and yet...wonderous.
I would call this propaganda...
It takes one "beau parleur", as we say it in french, one people who has the ability to manipulate people to think like him (Hitler was a pro) and he will be able to make them believe whatever he wants even if it changes from a point of view to another (from black to white). It will take more time to get them on your side, but you will eventually get them ALL.

I played this game twice to get the full effect of it. The first time, all I got was that you couldn't change everyone's mind all the time, but the second time I got a much deeper meaning: People will only listen to black and white. It's so easy for people to accept good and evil, salt and pepper, fast and slow, smart and retarded. But no one listens to gray. There's no in between for most people or a universal idea. People will always go one way or the other and completely disagree with the other side althogether.
