Those questions could be solved if thought about, I personally know the answers, but its still pretty basic anyway. Your grammar is bad, but I know your not American/British so thats understandable.
ANSWER
Roman numerals do not have a zero because there is no need for it. They can tell what something is by the letters. CCIX is 2009. They don't need it. And about the cartoons why is there a pebbles chewable vitamin for everyone exept betty? The thing about donald duck, ITS A TV SHOW, no one really cares why a talking duck wearing clothes and not ever flying when he needs to, and going on hunting trips with duckshooting.
