The animation and voice was good, except the thing wasn't really funny or anything.
And jigsaw never responds over the tv, i mean duh, it's a recording.
It was alright...
The voice acting, music and artwork were stellar.
I don't mean to be a spoilsport, but if the person was deaf, why was he able to speak so clearly?
Also, I feel like the "flash cards" thing took the punchline further than it was able to go. It's like having sex- any "movement" immediately after the "climax" is kind of "painful". We've already been told that this man is deaf (whether we believe him or not)- belaboring the point adds nothing to the funny.
I think you read too much into it...
But while we're on the subject, there are some deaf people who can speak quite clearly, usually the ones who became deaf later on in life.
By the time you're an adult, speech is subconscious. It comes so naturally that even when you don't hear yourself you can almost know what you sound like and speak clearly.

Not Bad, but short
This was very funny, but too short. It would have been better if there were a couple more sketches like it in the same toon. However, animation and humour were great.
Length doesn't necessarily equate quality.
