I think you are a little mixed up. Gene splicing can transfer desirable traits.... but bacteria are not even plants so that doesn't really have anything to do with it.
In fact I'm not sure what you were trying to say at all. Bacteria can only come from asexual and possibly sexual reproduction.
As in cell splitting.
