i think 4 is fair
the joke was good.
the animation is too slow, increase the frames and the speed.
the sound was good.
a bit short.
overall there wasnt much to this. sorry about low score.

Here's how I see it. The art, while not the best, has its own unique style. The animation could do some improvement though. Contents of the flash was humuorous, but not enough.
Overall, juice up your future works. If it's a short flash, make it short and sweet!
