Because it doesn't! You've done great here! Day after say I sift through mounds of crappy stick-figure animations and (the bane of my existence) stolen sprite animations. Here is an actual, well-drawn, ORIGINAL, not STOLEN animation!

The animation is smooth, yes the attack is looped, but if you've ever watched anime, well, that IS sorta how it works. (I mean, look at DBZ. They would stare at each other for like three episodes.)
What I would like to see from you is your own, original characters. You've done well with Naruto's characters, I wanna see your own!

I don't know much about Naruto, but I do know this was a good flash. However, you may want to work on your proportions a bit. Other than that I found it good for a short animation.
