The game isnt that hard, you just need to be lucky in order to win. Just dont buy lethality in the start, and go for infectivity. Dont infect water or something like that, just spread the virus :)
Like i said, the game is waaay to much about chance, and way to little about actual strategy/skill. If you could improve that, the game would be alot better!
So much of the game is based on chance that some very irritating things can happen, such as the one percent of population you have infected dying on the first turn of mankind, or a country going from 3/5 to full cure in 2 turns. Better weighting to the random rolls and a bit more in the upper and lower bounds of the chances of events happening would make this much better. Way to often would I spend 8 points on spreading an infection with no result, only to have 3 pts in a row all successfully spread infection.
Also, the later upgrades to the virus seem way to expensive. The player needs to be presented with an interesting choice, but the cost of the upgrades means most players won't get them because they have to spend points to spread the infection or fight a potential cure, or risk all of their victims dying off.
All in all, I did like the additional control the player had over the way the virus spread, just that some of the mechanics need to be tightened.

The first game had a little more interactivity and was a little more fun. This game is just left too much up to chance. I also think it was a little too soon after the first. Maybe put them together and take your time on the third and I promise I'll look foward to it!

Interactivity: Ok, this is where it fails at. The first one was good, but this one failed the first one. For one thing, countries can get the cure in maybe 10-20 days. You could lose your virus on the 2nd day? Also, you have to use the plane to get to some regions, but it goes to an infected region/the same region.
Humor: none, 0/10
Overall: 5/10 or 3/5.
Suggestions: Make it strategy and don't let airports go to the same country.
