Hard to follow
It's hard to follow what you're trying to tell... for example when you tell what the action script is, you don't tell how to add it. It all seemed a bit vague.

Tutorial. What we need, is a tutorial on how to...
"make a tutorial."
Anyways, first off, your loading screen didn't work. If you can't make a loading screen, you shouldn't make a tutorial. Style, man it's Green Day. Sure, like them if you want to, that's your preference. But we don't need music in a tutorial, especially something that's played so constantly in the media.
If someone wants to learn from a tutorial, they don't need be entertained.
I don't mean to come off as mean or anything, you've definitely got making buttons down. But, that seems to be it. If you're gonna teach, know what you're teaching.
A manual at NG?
I like it. I shall use it when i have flash. You should do "Claymation gfor dummies" if you know claymation. It will help me with my claymation, and possibly give you a bigger mark.

It's hard to judge really. I don't have Flash, but when I do, this looks like a good tutorial for me.
