I know of a VST that you can use....but you need to use a host, such as FLStudio or something like that.

but for software, you can basically use anything and just tailor your synths to sound like that.
or you can downsample what you use. try the VST, bitcrusher. its decent for that, but don't use it to 8-bit-ify normal songs. because it wont sound 8-bit. it might sound cool anyway, though lol
try Milky Tracker, never used it myself but friends have and they say it's good, it's free too i think.
Gonna second FamiTracker and MilkyTracker. If you've got a game boy and a flash cart you should try LSDJ and Nanoloop too.
