Open the file with WinZip (or any other decompression program you have). See if there is a file named "ReadMe" or something similar. If there is, click on it and follow the instructions the person may have included. If there isn't, just extract the files into Valve\SteamApps\*your user name*\
garys mod\garysmod\. That will usually work; other times there is a file that you don't have, and so the addon fails.
