I don't quite follow. Are you saying that there could be a flash that was stolen before the original was even submitted? Well first of all... how does it get stolen in the first place? And second, if there's no concrete proof such as a link to the original, don't bother with it. I said it before, intuition doesn't cut it folks. If you can't provide a link to the original, you can't report it. End of story.

I understand that this is not the most effective way to get flashes flagged, but it is the fairest and that's paramount when dealing with suspected submissions.

Hmm, I wonder if you were around for the last raid they had on the EGB? I think it took up about two or so pages, but was taken care of within 5 minutes or so. I don't know if too many more people saw it then me and the mod that took care of it though because for some reason they did it while the Barracks weren't too active. That was only a couple of days ago.
