When you (Person A) first hit someone (Person B), it puts something in the kill feed saying "Person A *pic of fish* x1 Person B". If you hit them again, the message is changed to say "x2 Person B" after the weapon symbol (note that this is in the same kill message, rather than a new one being made for every hit). When you kill the person, it says "Person A *pic of fish* FISH KILL! Person B". I think that's the gist of it.

You cannot get the key or gifts. Everything else (paint and tags, for example) is obtainable, I think.

You can go into your backpack and use the item (when on a server). You can then challenge a person on the opposing team (you choose the player) to a duel. Whoever kills the other person the most times (counting assists) by the end of the round wins the duel.
Only one person needs the item in order to have a duel.
Not happy with the whole purchasing thing. I've always had things against any system implemented in online games where people can sooner get what they want by just having more money. The idea that 'they can still be obtained' doesn't suddenly fix that. I could live if this was just for weapons, say, because they are hardly rare to begin with. But for purchases which allow the rich to show off by letting them give each class the nicest hats with the nicest paint job, that doesn't seem fair in my eyes.
I don't blame the better off, but I can blame the companies that encourage it. And it certainly doesn't help that I used to say that Valve was better than other game companies because it would never do something like this.
