You dont need whistle points to blow the whistle, but doing it right earns you points.

Nope, no privileges at all. It's not like B/P points which add to your voting power. Whistle points just garner you a spiffy looking whistle (bronze, silver, gold and deity)

Just read the FAQ, there sayes: "Users with a higher whistle level pull more weight when they use it."

Actually, the faq says your whistle level is going to add to your voting power. But they´re still gonna work on that. Right now it indeed doesn´t do much more then making your whistle more important.
Anyways, if you easily want to upgrade your whistle level, go to the abusive reviews topic. At the moment you´re whistle isn´t going to upgrade due to a redesign bug, but you can still flag for whistle points.
