How do you snap down to 1/2 a step in the piano roll? I selected 1/2 a step in the snap bar but I can't make the note smaller then one cell.

Any snap adjustment you need to make would be located in the snap drop-down menu shown in the picture below.
Keep in mind that not only will your notes snap on the piano roll to whatever you set it to, but when you increase/descrease the length of the notes, each increment of change is whatever you defined the snap value as.
If a note is shorter than what your current snap is set to, you can't make it any shorter. Setting the snap value to (none) will let you make the note any length (greater than 0 ticks, of course)
