'Biscuits' is the word you are looking for, and we only normally use Biscuits to describe cookies that have no chocolate in them. We still call chocolate chip cookies chocolate chip cookies.

Also, no they arn't. Crumpets and English muffins are two completely different cakes. English muffins are sweeter, although more often served as a savoury meal, and have no holes, while crumpets resemble cooked sponges.
English muffins are normally cut in half along the centre, and toasted, while crumpets are toasted while whole.
