If not a joke, this could promote "high quality" posting or the quality/quantity idea very well, although it seems very limiting since many people do get 1,000 posts in in a month very easily.

A better idea is to get rid of post count. Gone. Like that. You don't get post count, no one has displayed post count. Or put it where only you can see it, but that would ruin the purpose somewhat,

Yes, but I'm sure Allan (Zaal ^_^) cares more about personality than post count.
I do strive for a high post count because it's cool to have a high number, but then again, all I want is people to know who I am and notice me <4.

I'd go for no more post counts 100%, or if it is somewhere where only you can see it (and only the stuck up bitches who care how much they post, not how well, will put the number in their sigs.)
