You are small because you eat small. Try tracking your calories across the course of the day.

I can do a few reps of 60lbs standing dumbbell shoulder press. The heaviest weight in my gym is 75lbs and my goal is to max out on shoulder press.

I'm gonna look into it . .It seems like its within my genetic make up I don't eat myself as full as i can be every single time I eat but i do eat often. Idk .. how much should i be eating? I'd also like to build more muscle mass not just weight, but i kinda need the weight so i have something to convert to muscle

Sometimes it just means eating more calorie dense foods that aren't so filling.
Example, eating a cup of almonds spread out throughout the day wouldn't really add to your fullness at all. (Think 3-5 almonds every 30 minutes or so) This would also add over 800 calories to your day!
The minimum required calories recommended is 2,000 calories for normal bodily functions. I eat about twice that to maintain weight. (To not lose or gain weight, 3,700 calories)

I guess I'm far to lazy to count/measure my calorie intake
but i do lift, and i need to put on that weight because my body has reached a limit
but i feel adding on weight would def help me out.
