Not sure what the requirements are to appear there, if it's a particular fan count or batting average or both, but it seems like that section might not work how it's supposed to these days either. Only artists with earlier sign-up dates seem to appear, no matter how many fans or popular submissions they have. Most probably: a bug. :/
