The following is a frequently-used License which I often see while browsing the Audio Portal/NG Radio:


You may only use this piece for commercial purposes if your work is a web-based game or animation, otherwise you must make specific arrangements with the artist.


Is there any source which clarifies this statement, perhaps buried in a User Agreement or similar text? Specifically, I wonder what is covered by "web-based" -- presumably, this implicitly refers to a game hosted in a browser, such as everything on this site. However, that term has broad connotations, and could be interpreted as "any media which relies primarily on internet connectivity," ergo being "web-based" in usage, whether or not it is directly embedded in a browser. Essentially, I believe I understand what it is implying, but I'd rather ask for clarification or an expanded version of the License so that I may nitpick and avoid any accidental/debatable breaches.
